Key Responsibilities:

World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. World Vision (WV) is committed to the protection of children and adult beneficiaries from exploitation and abuse and will not employ people whose background is not suitable for working with these beneficiaries. Position:        Project Officer Child Protection

Report to:      Area Programme Coordinator

Location:        Nakasongola District

Purpose of the position:

 

To guide and facilitate project implementation, development, monitoring and child protection advocacy in the Cluster in line with Project plans to ensure children are protected, cared for and participating in decisions that affect their lives. Implementation of project interventions should be done in ways that meet WVU standards and donor requirements for improved and sustained wellbeing of children; and this should be done through effective engagement, coordination, supervision and working with project partners.

 

Major Responsibilities

 

Quality Planning, Implementation and reporting of Project interventions in line with approved designs and AOPs/ DIPs.

  • Support project scheduled assessments, evaluations, monitoring and designs.
  • Facilitate and participate in the development of project design documents i.e.  AP Area Operation Plans/ Detailed Implementation Plans
  • Gather and analyze community perspectives, and prepare annual work plans and cash flows.
  • Generate ideas for concept papers and proposal development for non-sponsorship fundraising.
  • Mobilize and facilitate the engagements of stakeholders during planning and development meetings, workshops and other fora
  • Facilitate and Monitor implementation of planned activities and progress achieved by the project in the Cluster.
  • Organize community project and resource mobilization for planned activities.
  • Integrate cross-cutting themes that include gender, RC inclusion, disability, DRR, CP, Youth RCs and advocacy
  • Evidence of participation in scheduled assessments
  • Quality AOP/DIP and budgets are developed and aligned to strategy
  • TP plans and budgets that are approved in line with national process and scoring 70% and above on national review committee final results
  • Evidence of community issues shared with TPOs to inform concept/proposal development
  • Evidence and functionality of sector promoters and HH cluster members
  • Evidence of exit strategy reviewed from time to time
  • Evidence of cross cutting issues streamlined, implemented and reported on

 

Mobilization of Households, local organizations, local government, and Private sector for effective project implementation.

  • Innovatively support communities including Registered Children’s (RC) households to participate in sector interventions
  • Mobilize Households into household clusters and other institutions for integrated programs and effective program delivery
  • Sensitize Communities to own project interventions through shared-roles for attainment of sustainability.
  • Develop and implement a sustainability plan together with key stakeholders
  • Strengthen government institutions and technical staff in planning and implementation of project plans.
  • Mobilize grassroots organizations, Faith Communities and other civil society organizations to ending violence against children
  • Participate/represent world Vision Uganda in the sector review meetings both at community, sub county and district level
  • Compile issue reports and position papers for sharing with relevant stakeholders at sub county and district level.
  • Functional HH clusters in line with standards
  • RC data is available for programing decision making.
  • Evidence of community contributions for sustaining program interventions.
  • Evidence of implementation and review of sustainability plan
  • Evidence of integration of project activities into   sub-county and district plans and budgets
  • Evidence or reduced violence against children
  • WVU well represented at facility and sub county levels
  • Local level advocacy issues raised by the community and presented to duty bearers for action in real time

 

Coordination and capacity building

  • Provide technical guidance in needs assessment and facilitate capacity building for community structures and/or partners in accordance with developed capacity building plans/strategies.
  • Follow-up and support trained community structures to ensure functionality.
  • Develop and update database of trained stakeholders’/ community structures periodically.
  • Ensure application of standard monitoring and evaluation tools in project implementation.
  • Organize community learning and reflection forums involving local government, CSOs, FBOs, NGOs, private sectors and other relevant technical personnel and ensure actions developed are implemented and reported on.
  • Provide on-site and technical hands on support to partners for effective service delivery.
  • Coordinate and engage with partners/relevant stakeholders and local authorities in building relationships and consensus on project interventions.
  • Support local government in formulation and implementation of ordinances and bye-laws on project issues.
  • Organize community dialogues/barazas/gatherings/engagements between partners, local government, communities and children
  • Evidence of capacity building plans developed and implemented
  • Community structures followed, mentored and functional
  • Evidence of technical models databases updated and available for programming decisions.
  • Core project models are implemented with fidelity
  • Evidence of issues generated and addressed
  • Quality service delivery impacting on child wellbeing
  • Key issues and challenges during program implementation identified and real time solutions provided.

 

Functional strategic partnerships and advocacy at local level.

  • Strengthen local level strategic partnerships with local government, cultural bodies, faith based institutions, other NGOs and private sector in support of child well- being.
  • Follow up and monitor implementation of commitments in the signed MOUs/Agreements with partners
  • Strengthen Technical Programme interventions in household clusters
  • Include children in decision making during projects/programme designs, implementation, monitoring and evaluation
  • Represent World Vision at project stakeholder meetings at the household cluster, , community, sub-county, district  level
  • Support implementation of National campaigns “It Takes a World” to address child well -being issues.
  • Functional strategic partnerships spearing child well being
  • Evidence of MoUs/Agreements commitments implemented
  • Evidence of TP interventions, strengthened   household clusters and improved child-well being
  • Evidence of Children spear-heading development agenda/Improved child-well being

 

Strengthen Monitoring, Evaluation, Research, Documentation and Reporting

  • Ensure TP results are measured by outcomes/output indicators
  • Ensure Semi-annual and annual TP reporting captures adequately impact of child well-being
  • Ensure creation of TP specific centres of excellence
  • Provide technical guidance in conducting planned project research, and ensure quality documentation of outcomes/best practices for sharing at the project/district and national levels.
  • Monitor progress of project interventions against plans within the Cluster.
  • Organize community review, reflection and learning forum for project with staff and partners
  • Documentation of best practices and success stories
  • Creation and update of project data bases
  • Participate in development of Information, Education, and Communication (I.E.C) materials for projects
  • Ensure quality and timely documentation and sharing of core project models progress
  • Produce timely and quality monthly, bi-annual and annual reports.
  • Evidence of validated output/outcome data
  • At least five (5) functional centers of excellence
  • Quality documented reports/best- practices
  • Evidence of key issues discussed and resolved/reports
  • Evidence of quality best practices/success stories
  • Evidence of user-friendly IEC materials
  • Evidence of quality reports
  • School clubs are established strengthened and are functional in collaboration with education project Officers.

 

Compliance to performance standards and management.

  • Integrate/Collaborate with other sector project officers/APC/Cluster Meal officers/SOOs for efficient programme delivery
  • Ensure pro-active and strategic engagements with different structures at community, sub-county and district level for quality delivery of project models
  • Project financial and asset resources are managed and used in line with policy guidelines.
  • Provide accurate and timely variances explanations on project over and under expenditures
  • Liaise with other TP Project Officers in implementing joint/integrated activities that target the same audiences in the same locations, in order to minimize wastage of resources and beneficiary apathy.
  • Evidence of collaboration/integration in quality service delivery
  • Value for money and budget utilization with acceptable threshold of +/- 10%
  • Activity budget tracking in place and up to date
  • Evidence of collaboration/integration with Education project officers in quality service delivery (EVACIS,  integration, RC participation

 

Child protection & Advocacy.

  • Facilitate child protection advocacy, policy dialogue and campaign interventions by ensuring linkages and coherence between engagements with the project and Area Programmes (APs) and National levels, in the context of integrated ministry.
  • To be the Focal Point person for child protection in the Cluster and support Cluster teams to report and comply with CP standards including effective roll out of CP models and approaches
  • To provide effective technical support to programs/projects during design, planning, implementing, monitoring and evaluation of child protection priorities in line with national office goals and objectives, Key Result Areas, policy advocacy.
  • Facilitate effective and meaningful participation of children and youth as agents of change in all project interventions/process in line with WV Child Participation guidelines
  • Engage with partners to assess and address the existing child protection related issues in the community.
  • Mobilization of communities, local organizations, local government and institutions to participate in Child protection implementation and monitoring.
  • Project advocacy beneficiaries Databases in place
  • Project Monitoring Reports (Output and Outcome)
  • Data Quality Assessment Reports
  • 16 days of Activism & DAC reports
  • Report and provide support to all cases of suspected or actual abuse in the WVU field program and partner schools/institutions within the geographical coverage of the Officer; Follow-up and support the cases to conclusion including reporting in Ethics Point and liaizing with other staff e.g. the Child Protection/Safeguarding Team.

Qualifications: Education/Knowledge/Technical Skills and Experience.

  • University degree and/or in Social Science, Social Worker, Development Studies, Education or any relevant field.
  • Post Graduate Qualification in Human Rights, Project Planning & Management, Development Studies or law from a recognized institution is an added advantage
  • A sound understanding of social justice and Human Rights issues with demonstrated experience in Children’s Protection and rights advocacy, and networking
  • At least three years’ experience working with communities Facilitating development
  • Previous experience with working with children and Project Partners is an added advantage
  • Familiarity with standards and guidelines for Child Protection programming and coordination as well as guidance
  • Strong communication (both oral and written) and documentation skills,
  • Experience of and commitment to working through systems of community participation and accountability
  • Computer literate (Ms Word, Excel And Power point)
  • Analytical and problem solving skills
  • Community Mobilization and engagement skills
  • Report writing skills
  • Networking and influencing skills
  • Ability to communicate in applicable local language(s)
  • Ability to ride a motorcycle is a must

  • Willing to attend and participate/lead in daily devotions and weekly Chapel services.
